Don't you need to clean with clean water after using baby bath wash??

I saw my friend having bath with Kodomo product for the newborn and didn't wash again with the clean water!

Is that normal?? She says KKH told her that you don't need to wash with the clean water..... the newborn's skin is ok... but just want to know if this is normal
